For reasons only known to the government or the person compiling the database but Spanish American War Veterans that applied for a penson can be found under the database named "Civil War Pension Index: General Index to Pension Files, 1861-1934" at Ancestry, or the Original database Ancestry got it from: "General Index to Pension Files, 1861-1934". Washington, D.C.: National Archives and Records Administration. T288, 544 rolls.
An LDS Family History Center might have the microfilm available.
Also from Ancestry:

"After locating an ancestor in the Civil War Pension Index, researchers are urged to request a copy of the casefile referred to by the index.
According to the National Archives, "...the number and type of documents in the Civil War and later series vary greatly from file to file; they are often numerous. The documents of greatest genealogical interest include the declaration of the veteran, the declaration of the widow, the statement of service from the War or Navy Department, the personal history questionnaire, and documents relating to the termination of pensions."

Photocopies of casefile contents are currently requested by submitting NATF Form 85 to the National Archives and Records Administration, Attn: NWCTB, 700 Pennsylvania Avenue, NW, Washington, D.C. 20408-0001. You can request NATF Form 85 by submitting your name and postal address, the form number (NATF Form 85), and the number of forms you require (limit 6 per request) to inquire@nara.gov."

I find Albert Cardinal filed for a Pension in Indiana on April 14, 1925. Application number 1334479 Certificate number 1113407 filed as a invalid. Has served (best I can read 12 Batty U S Field Art Attorney's name looks like Emerson Lemon. Under remarks is written a number C2497915.

Ancestry also has database of "U.S. Army Register of Enlistments 1789-1914"
Albert Cardinal b. abt 1878 age 23 enlisted in Madison Ind Oct 9th 1901 by Maj Garrard for 3 yrs. Born Jefferson Ind. Farmer Blue eyes, lt brn hair, fair complexion, height 5'9 1/2" Regiment Field Art Co.12 Discharged Oct 8th 1904 at Fort Douglas Utah by ??upe serv Pvt. Exclt (excellant soldier)
