Try Googling "Harletta Bullard" and "Phillip Kistler".
Dr. Phillip Kistler was a physician in West Chester, PA. He was murdered in his office about 10-15 years ago. I believe it is the same Dr. Kistler you are searching for. His widow Harletta Bullard was still in the area a few years ago. I don't know her personally, but Dr. Kistler was our family physician.
I believe Dr. Kistler's son, also Dr. Philip Kistler, leaves nearby (suburban Philadelphia area).
That's all I know. Often Dr. Kistler's name comes up in the local papers as his murder is still unsolved.
